with the business community. one of the biggest champions is that california chamber of commerce. we know it is good for business. and please, organized with the neighborhood bars. there are so many great neighborhood bars in this city that could add that neighborhood element to political organizing. and when you are a district supervisor, it is one thing to have nightclub owners come to you. it is another thing to have neighborhood business owners like bar owners coming to you. we need to organize as a bar owner and that will move us in a positive direction. i am optimistic about the future of night life in this city. i think we have turned a corner. there's a broader and broader consensus that this matters for the broader culture of san francisco. thank you. to be decentralized and we know there are successes here in california and the state is expected to save $3 billion. denver went through a great consolidation and saving millions of dollars. what are those entities doing that we're not? what cultural changes or cultural values have they implemented from a leadership standpoint that we're lacking? >> to be frank i think the organizational stomach really for how much it up sets the organization to go through the changes? the company i worked before did out sowzing of it and we went into states and took over the it operations and we could save a government millions of dollars by doing that, but for a government to centralize or out source it it's disruptive, up setting project to have happen, and i think the majority of us in the city feel enough progress is being made to not take that drastic step and whereas you talk about denver or california and i was familiar with michigan when they consolidated their data centers there and i came to know the head there, and there was a willingness and whether driven by the budget or political desire to upset

for the california pell project doing a medical and mental health history of a mexican national on death row. after law school laura began her work here in san francisco's mental health system as an outreach counselor for the then aids benefits counselors. today that's the positive resource center, where she supported homeless and triple diagnosed persons by providing them access to mental health services and documenting their disabilities. in 2001 she was hired to direct the mission neighborhood resource center in the mission district right on 16th street, and since then she has been committed to providing crisis intervention and mental health support to thousands, literally thousands of participants who have been impacted by trauma and mental illness from an early age. at mnrc laura has partnered with the san francisco psychiatric foundation and the harm therapy center to provide psychotherapy and psychiatric services to mnrc's participants. presently mnrc is developing its own mental health team by hiring social workers and ftes who are bilingual and buy cultural and practice harm reduction ther

in the california legislature and the oregon legislature. and i saw the beginnings of the current law. there are civil rights laws. there is nothing wrong with that, except that the idea was you just get them back on the streets and they're all going to get well. you get them out of the state hospitals, they're all going to get well. well, first of all, they can't handle their medication. they can't handle treatment. they have to be put in a ward or they have to be put under laura's law where their medication is supervised. if you're going to give them a chance to live. and the people who aren't treated are the people who self-medicate and they have a major portion of the street drug clients. they're the people who self-medicate on alcohol. and when i was putting together two major programs in berkeley which were teleconferencing [speaker not understood] berkeley and ucsf on mental health and public policy and mental health and law, and you can look at those programs by going to mental health law symposium, all of them together on the web and see what those people said. and the last p
